Cherylyn Kelley

Cherylyn Kelley is IMT’s Manager of Building Energy Codes and Policy where she leads efforts to advance the next generation of building energy codes and performance standards. Her work centers on helping governments and community partners design and implement effective policies that drive building decarbonization, energy efficiency, and equitable outcomes.

Cherylyn works at the intersection of energy codes and building performance standards, supporting strategies to better align these tools to create a more cohesive and effective regulatory framework for new and existing buildings. She provides technical assistance and policy guidance to state and local governments, develops model resources, and collaborates with national partners to strengthen code adoption, compliance, and workforce readiness.

Prior to joining IMT, Cherylyn served as a Senior Energy Policy Analyst at the Missouri Department of Natural Resources’ Division of Energy, where she led stakeholder driven initiatives such as the Partnering with Missouri Communities: Roadmap to Resilience and the Missouri State Energy Planning Process. During her five years with the Division, she directed legislative activities, supported emergency response planning, and advanced training in energy efficiency for real estate professionals.

She holds a Bachelor of Science in Environmental Science from the University of Missouri and a Master of Business Administration from William Woods University.
