Manager, Policy and Program Implementation

 

Position Overview

Status: Full Time Exempt, Salaried

Salary: $80,000-85,000 annual salary, paid monthly

Working Conditions: Full-Time Remote, 35hrs/wk. Occasional Domestic Travel, Technical Setup Provided (Laptop, Monitor, Accessories)

Position Description

The Institute for Market Transformation (IMT) is a national 501(c)(3) nonprofit organization on a mission to equitably decarbonize buildings in this decade to improve the livability of our communities. Our partnerships with local communities, government leaders, and businesses provide unique insights into how to make this vision a reality. 

The Manager of contributes significantly to one or more of IMT’s areas of work, including the implementation of IMT’s location-based work, technical research and analysis, and the adoption of decarbonization policy in achieving climate and equity goals.​ ​The Manager reports to the Associate Director of Building Decarbonization and works collaboratively throughout the organization. 

The Manager will manage projects centered on the development and implementation of equitable building performance policies, working directly to support local and state government partners. The Manager will lead and facilitate local partnerships in select cities and states, working with diverse stakeholders—who will often have competing interests—to reach their respective climate, community and business goals. IMT seeks an organized, collaborative project manager with experience in building policy and an interest in supporting state and local government partners to move ambitious policies forward.

 

Responsibilities

  • Manage projects with an emphasis on benchmarking, building energy codes, building performance standards, utility programs that support building performance policies, and complementary policies. Includes creating scopes of work, developing related deliverables, and managing external relationships.

    • Track and manage deadlines to ensure project scopes are met. Report out to internal and external team members.

    • Develop and maintain work plans in close coordination with other IMT staff to keep activities of the project on schedule and ensure successful accomplishment of project milestones. This will include planning and facilitating regular team meetings and following up on identified next steps.

    • Work with IMT’s operations team to track and maintain budgets, expenses, and projected spend down rate for projects.

  • Synthesize complex information—from multiple external and internal sources to generate policy or program recommendations. This includes conducting research, analyzing both qualitative and quantitative data, and producing clear written and verbal recommendations.
  • Serve as a primary point of contact for select cities, counties, and states engaged with IMT in policy adoption and implementation. Support tracking of policy updates for internal and external reporting for those locations.
  • Develop and present technical resources on building performance policies that are inclusive of affordability, resilience, public health, racial equity, and workforce development.
  • Develop partnerships with community-based organizations, government agencies, companies, and trade associations, as needed.
  • Present at external events and conferences on relevant topics.

 

Qualifications & Skills

  • Minimum of 5 years relevant experience with a focus on building decarbonization, energy efficiency, policy, or buildings work.

  • Experience with benchmarking, energy codes, and BPS policy design, analysis, and implementation preferred.

  • Proficiency in project management processes and reporting, including use of tools (such as Asana and Salesforce) for planning and tracking progress.

  • Demonstrated ability as a self-starter, able to think creatively in establishing the program and to work effectively in a fast-moving, rapidly developing environment.

  • Demonstrated ability to work with multidisciplinary teams and interact across all levels of internal management and external stakeholders. Experience in facilitating meetings with diverse stakeholders and reaching consensus.

  • Strong understanding of the federal, state and local legislative and regulatory process.

  • Demonstrated experience with analyzing, researching, and writing on complex policy or regulatory matters.

  • Strong data management skills, with the ability to synthesize information from various sources.

  • Demonstrated experience working in the buildings field with an emphasis on energy efficiency, building performance, codes, government and/or community-based organizations preferred.

This is a Manager position: 

  • Significant experience in clean energy or related/relevant field. 
  • Responsible for multiple projects in a program area, including planning, reporting, ensuring deadlines and deliverables are met. 
  • Ability to oversee and meet multiple project budgets. 
  • Strong research, written and oral communication skills. 
  • Contributes to strategic direction of a program area by providing insights based on subject matter or synthesis of evidence of effective program interventions. 
  • Understands and seeks out the perspectives of one or more core IMT audience 
  • Able to make recommendations to client with support of Project Sponsor. 
  • May manage IMT staff directly or coordinate staff across the organization to accomplish program or project goals.

The salary range for this position is $80,000-$85,000, commensurate with experience. Associate, Business Engagement

Position Description

The Institute for Market Transformation (IMT) is a national 501(c)(3) nonprofit organization on a mission to equitably decarbonize buildings in this decade to improve the livability of our communities. Our partnerships with local communities, government leaders, and businesses provide unique insights into how to make this vision a reality. 

The Associate, Business Engagement will be a part of the Business Engagement team and will support IMT’s Corporate Engagement Opportunities Program to help ensure best in class policy tracking program delivery to real estate industry stakeholders. This will include working closely with IMT’s Policy Team on updating and maintaining our proprietary policy compliance database, and creating newsletters and other content as needed that will keep program partners and the real estate industry up to date on the building performance policy landscape.

This role may also support various projects across the organization and conduct research and analysis, develop content, and provide administrative and writing support.

The position reports to the Senior Manager, Business Engagement.

Responsibilities

  • Research, compile, and synthesize building energy policy legislation into IMT’s policy database, while coordinating data entry with the Policy & Regulatory team.
  • Provide ongoing quality assurance tasks to help ensure database information is of the highest quality.
  • Provide technical support for end users of IMT’s policy database including API troubleshooting and documentation updates.
  • Create resources for IMT’s Corporate Engagement Program including a monthly newsletter, policy debriefs, spreadsheets, and other deliverables as assigned.
  • Collaborate with the IMT Policy team and Business Engagement team on Corporate Engagement Program resource creation.
  • Synthesize research to reflect the changing market and legislative situation and provide market insights.
  • Offer new solutions and ideas to support program growth.
  • Support logistics, data entry, and other administrative tasks as assigned.
  • Assist with research and writing tasks for the Business Engagement Team, as needed.
  • Other duties as assigned.

Required Qualifications

  • 1 – 3 years of experience in energy efficiency and sustainability
  • Experience with database management and APIs
  • Demonstrated problem-solving, research, and critical thinking skills
  • Strong organizational skills and attention to detail
  • Excellent writing and communications skills
  • Understanding of and commitment to IMT’s mission
  • Can work productively in a remote environment
  • Ability to perform self-directed work and prioritize effectively to meet deadlines 

Preferred Qualifications

  • Experience with Salesforce and/or database management
  • Experience in energy efficiency, sustainability or related field
  • Experience in building energy policy
  • Research, writing and oral communication experience
